1905 Aug 22 - "Governor Matsunaga Inspects Takeshima"

The following August 22, 1905 San-in Shimbun article talks about Governor Matsunaga's (松永) August 18 visit to Takeshima (Liancourt Rocks), which Japan had incorporated into Japanese territory earlier in the year on February 22. An earlier August 6 article had talked about the governor's plans to visit Takeshima. Here is the translation:

Governor Matsunaga Inspects Takeshima

Governor Matsunaga, attended by a Fujita Prefectural officer, and Sato superintendent, attended by an Otsuka police inspector, traveled to Oki County's new territory of Takeshima [Liancourt Rocks] on the 18th. They landed and conducted a thorough inspection before returning to Matsue on the day before yesterday.

Pacifist,

Is "Matsunaga" the governor's name or the place he is governor of?
