"Matsushima 1906": Japanese Police substation on Ulleungdo (警察官駐在所)?

Does anyone have any information on the photo below? Robert Neff, who owns the photo, published it in a March 3, 2019 Korea Times article entitled "Timber poaching on Ulleong Island." Mr. Neff has said that on the back of the photo is written "Matsushima 1906."

Since Matsushima was the old Japanese name for the Korean island of Ulleungdo in 1906 and since the sign on the front of the building seems to read "警察官駐在所" (경찰관주재소), the photo seems to show the Japanese police substation on Ulleungdo in 1906. A Japanese police substation was established there in 1902 to help control the Japanese residents there.

Does anyone know who the people in the photo are? Did Westerners visit Ulleungdo in 1906?
