What he said to Nakai was exactly the situation Liancourt Rocks were involved aroud that time. From the document, it is clear that Nakai had a seachart(海図), which seems to be "朝鮮全岸(Choson Seaway)" and it made him misunderstood Liancourt Rocks to be Korean. Nakai, like pro-Korean today, didn't know "seachart" is not for territorial purpose, but only for the safety of ships. Kimotsuki explained the fact to Nakai.
